According to Bio (Biotechnology Innovation Organization) there are three core elements that are necessary to achieve the critical mass of companies within a specific region that is referred to as a biotech hub. These elements are talent, capital and resources. While elected officials are aware of the financial benefits associated with attracting biotech companies to their region, there is no guarantee that it will pay from an economic development standpoint.
